SUMMARY
The Data & Analytics Unit is responsible for collecting, analyzing, and interpreting healthcare data to support decision-making across the Los Angeles County Department of Health Services (DHS). The unit manages patient care and operational data, using analytics to identify patterns, predict outcomes, and improve service delivery. The unit also ensures data integrity, security, and regulatory compliance.
The Senior Staff Analyst will be responsible for managing requirements gathering, tracking project status, maintaining project plans, meeting deadlines, and ensuring all action items are followed up on. Additionally, this role involves maintaining a detailed project plan in Smartsheet, capturing all tasks at a granular level. The Senior Staff Analyst will contribute to the development and execution of data strategies, support data and AI products, and drive department-wide projects to enhance efficiency and effectiveness.
ESSENTIAL FUNCTIONS
- Lead agile project and product management efforts, ensuring timely execution, alignment with department goals, and effective risk mitigation.
- Manage business and product requirements gathering, collaborating with stakeholders to define business rules and measures, ensuring alignment with end user experience.
- Develop and maintain comprehensive project plans in Smartsheet, tracking tasks, dependencies, deadlines, and action items at a granular level.
- Facilitate Data & Analytics (D&A) meetings, ensuring stakeholder engagement, capturing key decisions, tracking follow-ups, and managing meeting documentation.
- Prepare project status reports, executive updates, and performance metrics to communicate progress, risks, and key milestones.
- Develop and maintain data and AI product roadmaps to support enterprise-wide data initiatives.
- Create clear, well-structured wireframes, prototypes, SharePoint content, policy documents, process diagrams, business cases, and stakeholder presentations for the D&A unit.
- Build and maintain strong relationships with stakeholders to promote data and AI governance best practices and advance organizational objectives.
- Conduct research and provide strategic recommendations to management on program, policy, and operational improvements to enhance efficiency and effectiveness.
JOB QUALIFICATIONS
The ideal candidate for the Senior Staff Analyst – Data and AI Product Specialization should have a strong background in project management, product lifecycles, user experience, and agile methodologies partnering with Data & Analytics teams. The role requires excellent writing and communication skills to produce well-structured reports, policy documents, and strategic recommendations.
Candidates should have experience leading requirements-gathering sessions, define project/product goals and success metrics, and collaborate with technical teams to ensure data and AI structures align with business needs. Familiarity with Smartsheet, Jira, or other project management tools is essential for tracking and managing project deliverables.
This role demands strong leadership, problem-solving, and stakeholder management skills to facilitate cross-departmental collaboration, influence decision-making, and align initiatives with organizational priorities.
Education/Experience
- Bachelor's degree required; advanced degree in a related field (e.g., Human-Computer Interaction, Information Systems, Research, Data Science, Business) preferred.
- 5+ years in project, program, user experience research, or product management, including requirements gathering, project delivery, and stakeholder coordination.
- Experience with agile methodologies (Scrum, Kanban, or hybrid) in software or product development.
- Experience defining business rules, success metrics, and KPIs.
- UX research or design background — translating user needs into product requirements.
- Experience prototyping (wireframes, mockups, or interactive prototypes) to validate concepts with stakeholders.
- Skilled in creating strategy presentations and communicating data/AI insights and strategy to technical and executive audiences.
- Experience maintaining team SharePoint sites — organizing documentation and project artifacts.
- Experience using Smartsheet, Jira, or similar project management tools to track project status, action items, and dependencies.
- Experience developing a variety of stakeholder materials, including concise presentations, training guides, and business case documents.
Certificates/Licenses/Clearances
- Successful clearing through the Live Scan process with the County of Los Angeles.
