Position Overview/Duties
- Use experience with probabilities and statistics to determine exceedance probabilities, probabilities of storm reoccurrence, and stochastic methods.
- Supports software development needs surrounding the enterprise database and other related platforms
- Communicate quantitative geospatial coastal hazards: GUI development, data processing and dissemination, database development and management, computer programming, and data analysis related to civil, coastal, and risk engineering applications.
- Utilize several programming languages (e.g. Structured Query Language (SQL), PostgreSQL, Bash, Python, Javascript, MATLAB and C#).
- Supports the development, optimization, and documentation of tools for assigned data programs and projects.
- Develops GUIs for a variety of applications to aid in data analysis. Supports senior engineers and scientist in data processing and manipulation of modeling, geospatial, probabilistic, and climatological data.
- Implements data architecture recommendations for new and emerging models, analysis tools, and projects.
- Executes plans and recommendations to enable the organization to converge data efforts for migration to cloud and edge computing, ensuring compliance with Department of Defense (DoD) regulations and policies.
- Gathers and stores assigned raw data sets using appropriate processes and systems to support critical operational problems and/or decisions.
- Processes, converts, and interprets raw data into usable information using mathematical, computation, statistical, and scientific theories, methodologies, processes, algorithms, and systems.
- Actively and regularly collaborates with peers, team members, stakeholders, and customers to ensure data science-related processes and products remain valuable, relevant, and user-friendly.
- Provides expert guidance and constructive feedback to less experienced data scientist colleagues.
- Provides expert guidance in CWIBI data migration

This is a Direct Hire Authority (DHA) solicitation utilizing one of the Science, Technology, and Research Laboratory (STRL) specific DHAs to recruit and appoint qualified candidates to positions in competitive service.

Minimum Experience Requirement
One year of specialized experience including: 1)applying advanced statistical analysis and probability modeling to coastal, civil, or risk engineering data 2) utilizing database management, GUI development, and multiple programming languages (such as Python, SQL, MATLAB, and C#) to support data architecture and DoD-compliant cloud migration initiatives 3) collaborating with cross-functional teams while providing technical guidance and mentorship to junior personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Required Qualifications
- Strong knowledge of civil works and military related coastal storm risk projects.
- Experience in project scoping, planning, and execution.
- Excellent organizational and multitasking skills.
- Ability to interact professionally with high-ranking military and civilian officials.
- Strong verbal and written communication skills.
- Expert abilities in using many different programming languages (Python;MATLAB;SQL)
Preferred Qualifications
- Experience working in a military or government environment.
- Ability to interact professionally with high-ranking military and civilian officials.
- Knowledge of civil works related navigation projects.
