About the Role
We are seeking a Capacity Planning & Tooling Program Manager to help build the next generation of tooling and systems for infrastructure capacity planning.
In this role, you will partner closely with capacity planning, infrastructure, engineering, finance, supply chain, and operations teams to design and deliver tools that improve visibility, automate planning workflows, and support decision-making at scale. You should be comfortable operating between technical systems and business processes: understanding planning logic, translating stakeholder needs into product/tooling requirements, and driving execution across cross-functional teams.
This role is ideal for someone who has built internal tools, planning systems, automation workflows, or data-driven operating models in complex infrastructure, cloud, hardware, or supply chain environments.
Key Responsibilities
Build and improve tooling that supports infrastructure capacity planning, forecasting, allocation, and scenario planning.
Partner with capacity planning teams to understand current workflows, pain points, data dependencies, and opportunities for automation.
Translate business and operational planning needs into clear technical requirements for internal tools and systems.
Develop or coordinate development of dashboards, planning models, workflow automations, and system integrations.
Create reliable data flows across capacity, demand, supply, hardware availability, deployment timelines, and infrastructure readiness.
Help move planning from spreadsheet/manual workflows toward scalable systems-based processes.
Work cross-functionally with engineering, finance, supply chain, data center, and operations teams to ensure planning tools reflect real execution constraints.
Identify gaps in current planning logic, data quality, tooling coverage, and process ownership.
Drive alignment on planning definitions, operating metrics, data sources, and reporting cadences.
Support leadership decision-making by enabling clearer visibility into capacity risks, tradeoffs, and execution status.
Build repeatable processes that allow capacity planning to scale with OpenAI’s infrastructure growth.
You Might Thrive In This Role If
Have experience building internal tools, planning systems, automation workflows, or data-heavy operational processes.
Understand capacity planning, infrastructure planning, supply/demand planning, cloud infrastructure, hardware operations, or data center delivery.
Are comfortable working with ambiguous requirements and turning them into structured systems, workflows, or tooling roadmaps.
Can bridge technical and non-technical stakeholders across engineering, operations, finance, and planning teams.
Have strong analytical skills and can reason through complex dependencies, constraints, and tradeoffs.
Are fluent with data models, dashboards, reporting systems, APIs, or internal productivity tooling.
Can operate hands-on while also driving cross-functional alignment and execution.
Communicate clearly and can simplify complex planning problems for leadership and partner teams.
Have a bias toward automation, repeatability, and operational scale.
Qualifications
5+ years of experience in technical program management, product operations, infrastructure planning, systems engineering, data tooling, or related roles.
Experience building or managing tooling for planning, forecasting, allocation, supply chain, infrastructure, or operations workflows.
Strong ability to translate operational processes into technical requirements and system designs.
Experience working with engineering teams to deliver internal tools, dashboards, data pipelines, or automation systems.
Comfort working with large, complex datasets and cross-functional planning inputs.
Strong project management and stakeholder management skills in fast-moving environments.
Experience in cloud infrastructure, hardware infrastructure, data centers, supply chain, or compute capacity planning is strongly preferred.
Ability to operate independently in ambiguous environments and create structure where processes are still forming.
Preferred Skills
Experience with capacity planning or resource allocation in cloud, AI infrastructure, hyperscale data centers, or hardware environments.
Familiarity with SQL, Python, data visualization tools, workflow automation platforms, or internal tooling frameworks.
Experience building systems that replace spreadsheet-based workflows with automated planning processes.
Background working with infrastructure finance, demand planning, supply planning, or deployment execution teams.
