The Opportunity
We are seeking a highly experienced and detail-oriented UAS Regulatory Compliance Manager to lead the development, implementation, and management of safety and regulatory compliance programs for our Unmanned Aircraft Systems (UAS) and associated docking stations. This role is crucial in ensuring our products meet all airworthiness standards and operational regulations for manufacturing and deployment.
As the UAS Regulatory Compliance Manager, you are the primary architect of Flock Safety’s aviation compliance framework. You will bridge the gap between innovative engineering and strict regulatory requirements, ensuring our Unmanned Aircraft Systems (UAS) and docking stations are legally cleared for takeoff.
This role is expected to have up to 25% annual travel
Key Responsibilities
Develop a robust safety and compliance matrix that defines roles and responsibilities across the product lifecycle.
Act as the primary point of contact for the FAA and industry groups (like ASTM F38) to influence and stay ahead of evolving drone laws.
Partner with Engineering and Software teams to embed Safety Management Systems (SMS) and Detect and Avoid (DAA) logic into the hardware.
Oversee the transition from design to manufacturing, ensuring every unit produced meets "Means of Compliance" standards for its specific Concept of Operations (CONOPS).
Leading the drafting and submission of Declarations of Compliance and Statements of Conformity.
Translating complex engineering data into clear documentation for FAA Remote ID (14 CFR Part 89) and type certification.
Maintaining the traceability of documentation for airworthiness, ensuring every modification or test is recorded for future audits.
Managing all registration filings and internal audits to ensure 100% compliance with federal and local aviation laws.
The Skillset
Minimum Qualifications
Bachelor's Degree in Electrical, Aerospace, Mechanical, or related technical field.
5+ years in product compliance/regulatory engineering, preferably aerospace, robotics, or telecom.
Proven experience building and managing safety/compliance programs for UAS; AAM experience a plus.
Extensive knowledge of national/international aviation regulations (e.g., FAA Part 107, ICAO, EASA specific categories).
Strong understanding of UAV systems: airframes, propulsion, sensors (GPS, LiDAR), flight control software (PX4, ArduPilot), and communications.
Experience with RTCA guidelines for aircraft system safety, interoperability, and certification.
Working knowledge of ASTM, UAS standards, and link to FAA Part 107/108 airworthiness/certification.
Experience with relevant industry standards: UL (3030, 62368, 62133, etc), IEC, NEC, NFPA Codes.
Experience with safety, reliability, and verification requirements for complex systems.
Strong analytical skills to interpret complex regulations into actionable engineering requirements.
Ability to analyze test data, perform root cause analysis, and ensure solutions meet safety requirements.
Preferred Qualifications
Direct experience navigating Part 108 (Beyond Visual Line of Sight - BVLOS) regulations and managing the entire FAA Type Certification process.
Active participation in aviation standard-setting organizations such as ASTM F38.
Proven background in overseeing production and flight testing activities specifically to validate regulatory compliance in real-world environments.
Possess either a Remote Pilot (Part 107) or manned pilot certification.
Experience managing complex FAA registration, type/production certification, production setup, and systems verification.
Comprehensive knowledge of key international UAS regulations (including EASA, CAA, TC, ICAO) alongside relevant U.S. regulations (NDAA, TAA, EAR/ITAR).
Familiarity with relevant quality management systems (e.g., AS9100, ISO 9001, ISO 27001).

The First 30 Days
Deeply analyze the current Unmanned Aircraft Systems (UAS) product offerings, encompassing both third-party (Off-The-Shelf) drones/docks and proprietary Flock-designed aircraft, payloads, and ground control systems.
Thoroughly review and organize existing regulatory compliance documentation, collaborating with subject matter experts (SMEs) to assess the current status and develop a strategy for future compliance.
Build strong working relationships with key internal stakeholders across Engineering (ENG), Manufacturing (MFG), Legal, Operations (OPS), Program Management/Technical Program Managers (TPMs), Supply Chain, and Production teams.
The First 60 Days
Evaluate the current product portfolio against key aviation regulatory requirements (e.g., FAA Part 107/108 and industry standards) and provide a detailed gap analysis.
Initiate development of a comprehensive aviation compliance matrix to track all applicable requirements.
Develop a preliminary certification roadmap that outlines the necessary steps and timelines for achieving regulatory approval for high-priority UAS platforms.
90 Days & Beyond
Finalize and communicate the detailed compliance matrix, outlining roles and responsibilities for compliance activities organization-wide.
Formally initiate and manage the required regulatory and certification processes (e.g., FAA filings, means of compliance proposals).
Integrate compliance requirements directly into the product lifecycle, influencing design specifications and testing workflows for new and existing products.
Salary & Equity
In this role, you’ll receive a starting salary between $110,000 - 150,000 as well as Flock Safety Stock Options. Base salary is determined by job-related experience, education/training, as well as market indicators. Your recruiter will discuss this in-depth with you during our first chat.
