The Office of Management Analysis and Planning (OMAP) analyze and evaluates Departmental policies, programs, and resources to make recommendations to the Police Commissioner in order to ensure maximum organizational efficiency and effectiveness of the Department. OMAP is the research and assessment arm of the Department, comprised of both uniform and civilian members of the service with a wide variety of academic and professional experiences. OMAP conducts analyses aimed at improving the effectiveness and efficiency of the Department (e.g., personnel deployments. resource allocation), develops complex pilot projects, formulates policy recommendations and prepares briefing materials for the Police Commissioner on a wide range of legislative and procedural issues.
The Office of Management Analysis and Planning (OMAP) is seeking a highly motivated Junior Data Scientist to join the New York City Police Department (NYPD) Data Science team. OMAP serves as the primary evaluation and assessment arm of the NYPD. Acting as a "think tank", OMAP focuses on exploring and implementing innovative strategies and efficiencies aimed at enhancing policy development, evaluating programs, and optimizing organizational structures and staffing.
A successful candidate will contribute to the section mission by developing data science services that solve Department challenges. They will also harmonize analysis and research to advise leadership on policy and improve Department decision making. Key responsibilities include experience with Python and machine learning, the ability to work with both structured and unstructured datasets (e.g. text, geospatial, network data), and the ability to write clean code to integrate data science services with business intelligence tools. Strong project management and interpersonal skills are required.

A Baccalaureate degree from an accredited college or university and three years satisfactory full-time experience related to the projects and policies to be studied in the particular position.
Preferred Skills
Experience developing full-stack software applications using Python, DQL, and/or R. - Ability to develop statistical and machine learning models (e.g. scikit-learn, statsmodels, PyTorch) - Ability to develop metrics to measure business objectives and improve the operational effectiveness of the Department. - Ability to develop data visualizations and business communication for department leadership to improve organizational decision making (e.g. Pandas, NumPy, Matplotlib) - Ability to work with unstructured data, such as text, geospatial, and network data is preferred (e.g. NLTK, GeoPy. networkx) - Ability to write clean and simple code to automate business tools such as Word, Excel, PowerPoint, ArcGIS, and Power BI is required. - Excellent oral, written, analytic, organizational, and interpersonal skills and attention to detail are required. - Ability to manage multiple projects simultaneously and meet tight deadlines. - Ability to work both independently and on a team. - Ability to work cross-functionally to strengthen relationships with internal stakeholders, agencies, and academic institutions. - Knowledge and understanding of criminal justice policy and research literature is preferred.
